Introduction to Behavioral Health Centers of Excellence (COE) Webinar

The Department of Health Care Services (DHCS) has established Centers of Excellence (COE) to provide training, technical assistance, and fidelity monitoring support to county behavioral health delivery systems and behavioral health practitioners in implementing evidence-based practices (EBP) under BH-CONNECT and the Behavioral Health Services Act (BHSA).

This webinar introduces the COE initiative and broader context of BH-CONNECT and BHSA. It reviews the behavioral health COEs and the COE Administrative Entity (AE), provides an overview of the COE engagement process, and reviews upcoming webinar and other engagement opportunities.

Note: This resource was published prior to the release of new policy guidance. As a result, some information included may no longer align with the current policy. Please refer to the latest policy information below and on the EBP Policy References page as you review this resource.

State law permits counties with a population of less than 200,000 to request exemptions from offering ACT, FACT, and/or IPS in their Full Service Partnership (FSP) programs under the BHSA. More information is available in the BHSA Policy Manual. While counties that receive FSP EBP exemptions are not required to meet any of the training, technical assistance, fidelity monitoring, and data collection requirements established in this manual for the respective EBPs, they are strongly encouraged to participate in the trainings and technical assistance offered by the COEs.
